The Pakistan Telecommunication Authority (PTA) has taken an important step to improve internet services across the country. It has approved 21 district-level internet licenses so that more areas can get better broadband access. This decision is part of a wider effort to improve digital connectivity in Pakistan. The main goal of this move is Pakistan’s broadband expansion, which means spreading internet services to more cities, towns, and rural areas. PTA wants to make sure that the internet becomes faster, more stable, and easier to access for everyone.

This step is very important for areas where people still face slow internet or weak connections. In many small towns, people have problems with online classes, work, and talking to others. Better internet service can help fix these problems and make daily life easier. PTA also believes this plan will help local businesses grow. With faster internet, small shops, freelancers, and startups can work online more easily and reach more customers. It can also help create new jobs and support digital services in small cities and towns.

License System and Application Process

PTA started this district-level internet license system on January 1, 2026. This system is based on an older broadband policy made in 2004, but it has been updated to meet today’s internet needs. Since it started, PTA has received 62 applications from different internet companies. Each application is checked carefully so only good companies get approval. So far, 21 licenses have been approved, while 41 applications are still being checked.

Each approved license is valid for 10 years, which gives companies a long time to run their services and invest. But there is one important rule: each company can work in only one district. This helps keep services local, easier to manage, and of better quality.

Fees and Service Requirements

To get a license, companies must first pay a small application fee. This is needed to submit and process their request. After approval, they must pay an initial license fee of PKR 300,000. Along with this, every operator also has to pay an annual fee of PKR 100,000, which increases by 10% every year. These charges are set to keep the system organized and properly managed.

Companies are also required to start their internet services within one year of getting the license. In addition, they must set up at least 100 broadband connections within one year after receiving permission to begin operations. This helps ensure that people quickly get real internet access in their areas.

Network Setup and Infrastructure Rules

PTA has set clear rules for building internet networks. Licensed companies must get internet bandwidth from approved providers such as Pakistan Telecommunication Company Limited (PTCL) or other licensed telecom operators. For last-mile infrastructure, operators are given three options:

  • They can acquire it from an LL Licensee, Infrastructure Licensee (IL), or PTCL.
  • They can use infrastructure under their own PEMRA-issued Cable TV Distribution license.
  • They can build their own purpose-specific transport infrastructure.

However, building a new network is only allowed if companies fail to get access from existing providers for three months, and they must also get prior approval from PTA.

Goal of the Initiative

The main purpose of this program is to improve Pakistan broadband expansion and reduce the digital gap between urban and rural areas. PTA wants to make sure that more people, especially in smaller towns and remote districts, can access reliable internet services. This will help improve education, online work, and digital business growth. Experts believe this step will also help strengthen Pakistan’s digital economy in the long run, along with broader reforms like Starlink internet Pakistan.

With the approval of these 21 internet licenses, Pakistan is moving forward toward better digital connectivity. This initiative is expected to improve internet access, support local development, and bring stronger broadband services across many districts of the country. News source eTimes Pakistan.
