Pakistan Telecommunication Authority (PTA) has developed some new regulations in relation to the sale and issuance of SIM cards throughout Pakistan. These regulations have been made with the objective of ensuring that each SIM card issued is issued properly and lawfully. All mobile network operators have been advised by PTA to strictly follow these regulations. It was also mentioned by PTA that the telecom companies would be liable for any SIM card sold without proper approval from their franchises or retailers or other selling agents.
PTA Tightens New SIM Card Rules Across Pakistan for Enhanced Security
According to the newly introduced PTA New SIM Card Rules, any individual will need to register for the new SIM card at an authorized customer service centre, franchise, and retail outlet. All sales personnel will require an identification number. This is aimed at ensuring that there are accurate records of the individuals who authorize SIM cards. Customers should undertake biometric verification through the NADRA Biometric Verification System (BVS) before getting their new SIM card. The individual will require to produce their computerized national identity card (CNIC).

Biometric Verification Is Now Required for More Services
Biometric verification has been extended to a number of mobile services by PTA. The following actions require customers to do biometric verification:
- Issue of new SIM
- Requesting duplicate SIM
- Transfer of SIM
- Disowning SIM
- Mobile number portability
According to the regulator, these measures will improve identity verification under the updated PTA SIM Sale SOP. PTA has also directed mobile operators to install biometric devices with Live Finger Detection Technology. This technology can identify fake or artificial fingerprints during the verification process. It helps ensure that only genuine fingerprints are accepted when customers use mobile services.
This technology is expected to improve the accuracy of the verification process. PTA has also asked all telecom operators to improve monitoring of their franchises and retail stores. The companies must carry out regular inspections and monthly reviews of their sales networks. They must also keep complete records of SIM card sales, biometric verification, and sales staff. According to PTA, these records will improve transparency and help ensure compliance with telecom regulations. This update is separate from other government initiatives, such as the Asaan Karobar Card 2026, which supports eligible businesses in Punjab.
