The Federal Investigation Agency (FIA), Islamabad Zone, has made moves in two different cases where there were fake scholarship documents as well as fake medico-legal certificates (MLCs). The FIA has detained an individual accused of providing fake Higher Education Commission (HEC) scholarship documents.
FIA Seizes Fake HEC Scholarship Documents
In another incident, FIA arrested three individuals for preparing and distributing fake MLCs at PIMS Hospital in Islamabad. The agency is investigating the case and has started legal proceedings against the suspects.

Suspect Arrested Over Fake HEC Scholarship Documents
In the former instance, FIA’s Anti-Human Trafficking Circle has detained a suspect in the city of Sialkot. The suspect allegedly tricked students and applicants by promising them admission to foreign universities and HEC-funded PhD scholarships.
According to FIA, the suspect was operating an agency named “Broadway Consultancy” in Sialkot. The suspect tricked the students and applicants into believing that he could get them admission to the University of Nevada, Reno. He promised them scholarships for PhDs funded by HEC. FIA further stated that the suspect had taken $10,000 from each victim in relation to the above-mentioned offers.
The suspect had provided the students with fake and forged documents under the aegis of the Higher Education Commission (HEC) Pakistan. The documents were subsequently checked by Higher Education Commission HEC and found to be fake. FIA filed an FIR against the suspect under sections 420, 468, and 109 of the Pakistan Penal Code. Assistant Director Investigation Mohammad Nouman led the operation, with ASI Mazhar Shah and other FIA officials also taking part.
Three Arrested in Fake MLC Case at PIMS
The FIA Anti-Corruption Circle took up another case and launched a trap operation at PIMS Hospital in Islamabad on July 21, 2026. A judicial magistrate supervised the operation, and the FIA team secured the required approval from the concerned authority. In this trap operation, an official of FIA played the role of an injured patient and gave marked money as an advance for obtaining a fake Medico-Legal Certificate. The FIA team then arrested the suspects while they were accepting the marked money. The case is separate from issues involving Scholarships for Pakistani Students.
The investigation found that the gang was allegedly preparing fake MLCs in exchange for bribes. These certificates were reportedly used to help file false cases at different police stations in Islamabad. FIA also revealed that when a person had no actual injury, the suspects would allegedly make superficial cuts on the person’s body and stitch them. This was reportedly done to prepare fake MLCs.
FIA Recovers Records and Digital Evidence
During the raid, FIA arrested Mohammad Usman, an LDC at the Medico-Legal Office, after he allegedly received Rs50,000 in marked currency. Following his arrest, FIA also arrested a Pakistan Institute of Medical Sciences PIMS medico-legal officer and Rameez Akhtar, a ward boy.
The FIA team seized the old documents of fake MLCs from there. In addition, forensic teams examined the accused persons’ mobile phones and found conversations and bank transactions that investigators considered important to the case. FIA also registered an FIR against the accused under Sections 420, 468, 471, and 109 of the Pakistan Penal Code.

Court Orders Remand as Investigation Continues
The court granted three days of physical remand to the two male suspects. The court also sent the Medico-Legal Officer to jail on judicial remand.
